Misconduct occurring in a private capacity without an immediate official function, while remaining relevant to integrity, credibility, security, professional fitness, or public confidence in government administration.
Off-duty obstruction, evidence concealment, witness interference, false information, evasion, or improper refusal to cooperate with a lawful investigation, security review, disciplinary process, or proceeding.
